Clerk-Treasurer
The Village of Rochester is located in western Racine County along State Highway 36 between Burlington and Waterford. Rochester is 35 minutes from Milwaukee, Kenosha and Racine, 90 minutes from Madison and less than two hours from Chicago.
The Village was incorporated in 1912, and the Village and Town of Rochester consolidated in 2008. The village is a mix of farmland, woodlands, the Fox River and residential subdivisions. The Village embraces its agricultural roots and is working to preserve that tradition while looking with a proactive eye to the future. Due to the retirement of a long-time employee the village is hiring a Clerk-Treasurer.
The Clerk-Treasurer manages the village’s finances and payroll and prepares the annual budget. The Clerk-Treasurer is also responsible for posting agendas and minutes for meetings; administering elections, including voter registration and absentee balloting; overseeing licensing functions; and performing additional duties as required by the State Statutes.
Rochester’s annual budget is roughly $2 million. The village has four full-time authorized positions – Administrator, Clerk-Treasurer, Deputy Clerk-Treasurer and Public Works Manager.
The Clerk-Treasurer is appointed and confirmed by the seven-member Village Board. All elected officials serve two-year overlapping terms on a non-partisan basis. The Clerk-Treasurer reports to the Village Administrator and manages the Deputy Clerk-Treasurer position and a seasoned staff of election workers.
The successful candidate must work well with staff, elected officials, and volunteers and be willing to collaborate to execute policies and projects. Strong verbal and written communication skills are required, along with a desire to provide excellent customer service. Attention to detail and strong math skills are crucial.
The successful candidate should have experience with budget development and audit management, elections administration, preparation of meeting agendas and minutes, maintenance of municipal or other records, and creation of budget-related reports. Knowledge of accounting software is an asset.
This position requires a High School diploma. A bachelor’s degree in a related subject and/or a Wisconsin Certified Municipal Clerk certification is highly desired, but the village will compensate for training if the right candidate needs to earn any certifications. The village is looking for someone with three to seven years of municipal experience in the Clerk-Treasurer roles. Experience in project management or human resources is a plus. Starting salary range is $60,000-$70,000 DOQ plus excellent benefits.
The start date is flexible. The village has plans and sufficient staffing arranged to cover the November election, an election in December for County Executive, and tax collection.
